    RURBANCE regional points of view towards an Alpine Strategy


    The Final Report “Strategy Development for the Alpine Space” represents the first comprehensive document towards the Alpine Strategy.

    According to the Report, one of the most relevant effect of such a strategy should be to strengthen, or in some cases to create, a strong cooperation among the different stakeholders, characteristic that was often missing in many similar initiatives related to the Alps: “ The absence of a commonly accepted vision for the Alpine Space can be considered as a weakness in terms of the formulation of strategic priorities. Approaching visions as a prerequisite for strategic action therefore risks leading alpine policies into a deadlock. Visions should rather be created as the outcome of a process leading to increased convergence among alpine stakeholders. Overall, the limited number of bottom-up alpine initiatives shows that the primary objective of a strategy for the Alps remains to promote a shared awareness of the alpine dimension of some opportunities and challenges”.

    Therefore EUSALP should foster “the Alpine Region in its function as an EU laboratory for effective cross-sectorial and multi-level governance, strengthening cohesion within the Union, deepening the cross-border cooperation of institutions and actors in this environmentally sensitive key European area at the crossroads of cultures and traditions. It is a unique example of a Strategy initiated in a bottom-up approach by the people and backed by the States and Regions”

    In the same way, RURBANCE’s partners inal objective is the foundation of a new inclusive strategy able to raise the sectionalpolicies to a new development scheme for competitive, balanced and winning territories. To this end the role of participatory approach has been exceptionally important because local cultures, geographical conditions, economic structures and governance models are site-speciic and have influence on planning decisions.

    One of the main goal was to establish a codeciding and co-designing process of the planning tools and socio-economic measures which are devoted to become usual for the decision-making at regional and local level. From the first analyses, RURBANCE found out that most of the governance systems within the Alpine Space follow traditional models based on a “one-to-may relationship” where a single government body, responsible for the policy implementation, deals with a number of other stakeholders in a top-down approach. But it drew also attention to the fact that the Alps display an increasing diffusion of local development policies (the Community-Led Local Development - CLLD) centred on sub-regional territories, supporting the role of local groups. The target of RURBANCE, as mentioned, was to strengthen this bottom-up approach and thus the involved partners and regions formulated specific contributions from the regional point of view.
